China blocks Brahmaputra tributary in Tibet for dam

BEIJING, Oct 1: China has blocked a tributary of the Brahmaputra river in Tibet as part of the construction of its "most expensive" hydro project which could cause concern in India as it may impact water flows into the lower riparian countries.

The Lalho project on Xiabuqu river, a tributary of Yarlung Zangbo (the Tibetan name for Brahmaputra), in Xigaze in Tibet involves an investment of 4.95 billion yuan (USD 740 million), Zhang Yunbao, head of the project's administration bureau was quoted as saying by Chinese state-run Xinhua news agency today.

Xigaze also known as Shigatse is closely located to Sikkim. From Xigaze, the Brahmaputra flows into Arunachal Pradesh.

Terming it as the "most expensive project", the report said the project, whose construction began in June 2014, was scheduled to be completed in 2019.

It is not clear yet what impact the blockade of the river will have on the flow of water from the Brahmaputra into the lower riparian countries like India and Bangladesh as a result, it said.

Last year, China had operationalised the USD 1.5 billion Zam Hydropower Station, the largest in Tibet, built on the Brahmaputra river, which has raised concerns in India.

But China has been maintaining that it has taken into consideration India's concerns and allays apprehensions of restricting the flow of water, saying its dams are run of the river projects not designed to hold water.

The outline of China's 12th Five Year Plan indicates that three more hydropower projects on the mainstream of the Brahmaputra river in Tibet Autonomous Region have been approved for implementation.

In March, Union Minister of State for Water Resources Sanwar Lal Jat said in a statement that India had expressed its concerns to China about the likely impact of the dams.

While there is no water treaty between the countries, India and China established an Expert Level Mechanism (ELM) on trans-border rivers and in October 2013 the two governments signed a memorandum of understanding on strengthening cooperation on trans-border rivers under which Beijing provides data to India on the water flows.

The blockade of the Brahmaputra river tributary comes at a time when India's reported decision to suspend talks with Pakistan under Indus Waters Treaty as part of its efforts to hit back at Pakistan in the aftermath of the Uri attack.

Chinese Foreign Ministry spokesman Geng Shuang gave a guarded reply when asked on September 27 about India's reported move.

"As a friendly neighbour to both India and Pakistan, China hopes that India and Pakistan can properly address disputes and improve relations through dialogue and consultation, maintain and enhance all-round cooperation and join hands to promote regional peace, stability and development," Geng Shuang told PTI.

CM says that forest encroachment is a challenge

ITANAGAR, Oct 1: Chief Minister Pema Khandu said that forest encroachment was proving to be a big challenge for the state government.

He was speaking at a meeting of senior officials from the Department of Environment and Forest (DoEF) along with Parliamentary Secretary for Forest, Chow Tewa Mein in Itanagar. He assured the govt that the issue will be taken up.

Appreciating the role of Arunachali tribal society in preservation of forest and environment, the Chief Minister said, "We have intricate connection with our natural environment. All our tribal activities, rituals and practices are deeply connected with the forest and its natural surroundings."

He took pride in the fact that the community's cultural practices had contributed to preservation of forests due to which the state still has 81% of its land under forest cover.

Khandu further said that a central package will be sought for raising 'forest protection force, which will be on similar line to the central aid being received for maintaining 'tiger protection force'.

He assured that the matter of raising manpower, which has been pending with the department for last 15 years, will be taken up with the Prime Minister in New Delhi soon.

The PM will be briefed on the need for state's own separate cadre for Indian Forest Service (IFS) and IAS which would boost the innovative and administrative capabilities of the department, assured the Chief Minister.

Chief Minister recalled the department's 'golden era', when it contributed massively to the state's revenue.

He, however, observed that in due course of time with 1996 Supreme Court's ban on timber operations, the status of the department has been relegated to service department from being a revenue department.

The CM, nevertheless, admitted that the Supreme Court's judgment was "right". "We have to admit that the judgment might have hurt us in short term but in long term and for future, the decision was absolutely correct and in right direction," he said.

He appreciated the efforts of the two IFS officers posted in Arunachal on probation, who had come up with a 'field manual on GIS application for e-greenwatch', which was earlier released by him.

Speaking on the occasion, Mein suggested that forest department could take up various tourism sites and projects, tea-coffee plantation projects; as the department with its adequate resources will be able to manage those projects effectively.

Terming 'bamboo' as the most potential forest resources highly valued than the timber, the Parliamentary Secretary asked the department to engage in research and development to boost its productivity.

He also raised the critical issue of elephant menace in various districts, which has been on rise due to the loss of their natural habitat and termed it as burning problem that needs to be addressed.

Earlier, Chief Minister also inaugurated the release of website for state's Environmental Information System (ENVIS) ENVIS (http://arpenvis.org.in) that would help state's environmental issues to be linked with a central database for easy retrieval and integration of information.

Earlier, the meeting began with a ceremonial tree planting by the Chief Minister, who was accompanied by Chief Secretary-in-charge Hage Khoda, Secretary Planning Dr Joram Beda, Principal Secretary (E&F) Omkar Singh and PCCF GN Sinha.

Error free electoral roll is basis of strong democracy: DEO

ITANAGAR, Oct 01: Lower Subansiri District Election Officer Kemo Lollen called for concerted efforts from all the AEROS, BLOS and officials to prepare an error free electoral roll, saying that an error free electoral roll is the basis of a strong democracy.

Launching the draft electoral rolls for special summary revision for Lower Subansiri district on Saturday, the DEO insisted on better and more participation from all the stakeholders, particularly PRI members, in the process, reports DIPRO, Ziro.

Expressing displeasure over less participation of elected PRI members, he said that PRI members, especially the ZPMs should attend such sensitization programmes. He assured to conduct trainings for BLOs and BLAs as and when required.

ERO Lod Taker dealt in detail about the requisite forms needed for electoral revision process. Further he informed that all activities from the DEO's desk will be available in www.Facebook.com/deoziro and appealed all to keep updated.

He also informed that the filling of claims and objections would begin from October 1 to 31, 2016 and all eligible Indian citizens, who attain 18 years of age and above on January 1, 2017 can enroll his / her name in the photo electoral roll.

Similar programmes on special summary revision of electoral rolls were also held on Saturday in all the district headquarters, including Aalo, Yingkiong, Roing, Anini, Changlang, Bomdila, Hawai, Pasighat and Namsai.

At Aalo, West Siang DEO while releasing the drat electoral roll for the district during a review meeting informed that the draft electoral roll will be made available in all polling booths for further review to finalize an error free and authenticated electoral roll.

All the newly enrolled voters will be issued voters identity cards on National Voters' Day on January 25, he said. The DEO stressed on active cooperation and participation of all stakeholders in formulating a fair and transparent Electoral Roll as per the guidelines of ECI.

The ERO of the district Lijum Ete appealed to all to take keen part in the preparation process than to lodge complaints and counter complaints after finalization.

At Yingkiong, DEO Remo Kamki explained the guidelines of the Election Commission with regard to Special Summary Revision being carried out. He also highlighted on the dos and don'ts on Photo Electoral Rolls to the representative of the political parties present on the occasion.

ERO Tapik Pertin and AERO Nancy Yirang also explained the basic objectives of carrying out the Special Summary Revision.

At Roing, DEO Deepak Shinde highlighted the whole process of summary revision of electoral roll, importance of registration eligible voters' name in the electoral roll and the process of application for it.

He urged all the public to check their name, address, date of birth and photos etc in the draft roll so that any mistake can be corrected during the final publication.

He also informed that the entire black and white EPIC will be replaced with PVC EPIC and urged all concerned to submit colour photos and date of birth for PVC EPIC to their concerned BLOs.

He also urged the BLOs and all stake holders for active participation during summery revision and draft publication of electoral roll.

At Anini, a district level workshop in connection with Special Summary revision of photo electoral roll was also held in the District Election Office, Anini under the chairmanship of CO-cum-ERO Kabang Apum.

The ERO explained the procedures of inclusion, transposition and correction etc. of EPIC cards of normal, service and overseas voters. He urged representatives of various political parties in the district to appoint their booth level agents as soon as possible.

At Changlang, a workshop was conducted at BSB auditorium to formally launch the publication of draft electoral roll by the District Election Office, Changlang.

Specific emphasis would be given for enrolment of voters of age bracket 18-19 years, women and persons with disabilities.

A photography campaign was also carried out to replace the old black and white EPIC cards with coloured PVC ones.

At Bomdila, Electoral Registration Officer (ERO) Sang Khandu held an interactive session with the students and eligible voters on the basic concepts and directives of the Election Commission of India which enables a person to be a voter.

Earlier, Nodal Officer for SVEEP, G Taga, DIPRO dealt on the SVEEP plans for Special Summary Revision of Photo Electoral Roll 2017 and urged the Booth Level Officers (BLO) and the political parties to discharge their moral and ethical duties responsibly.

Terming the upcoming generations as the future of the nation, he urged the youths and the students to get enrolled on attaining the age of 18 years and make a difference by their participation for an ideal democracy. He also connected the concept of National Voters' Day (NVD) with the special summary revision.

At Hawai, an awareness meeting was organized at to sensitize the important stakeholders, like political parties, citizen and electors as well as youths, female electors, representatives from civil society organizations, persons with disability (PwD) and others focusing on draft electoral roll and summary revision with reference to 01.01.2017 as qualifying date.

District Election Officer Mamata Riba exhorted public to participate conscientiously in the democratic process and called upon EROs, AEROs, designated officer, supervisors, BLOs, BLAs to maintain the guideline of the ECI while conducting the Summary Revision.

Special emphasis was given on 100% coverage and creation of 100% PVC Card facility.

Civil Societies and new age voters were among those who attended the meeting.

At Pasighat, East Siang DEO Isha Khosla called upon all the eligible voters to come forward to enroll themselves and for correction of their existing EPIC during the Special Summary Revision -2017 of Photo Electoral Roll.

The DEO was addressing various stakeholders at a function today to mark the launch of the Special Summary Revision of Electoral Roll in the district here at DC's Conference Hall.

As the theme of this year's Revision process is " No Voters to be left behind" with special focus on the youth, who have attained 18 years of age and above as on 1st January 2017, as the qualifying year, the DEO asked the students who were present on the occasion to share with and inform friends and in their respective institutions for maximum new enrollment. Further Stressing on updating to color photographs of their EPIC , the DEO has asked to submit colour photographs to the BLOs.

ERO, Pasighat, T. Padung, through a PowerPoint presentation, explained in detail the various procedures for enrollment in terms of filing corrections for errors in EPIC, guidelines for filling up various applications forms for the new enrollment as Voter, including deletion and transposition. He also informed the single window on-line facility of the ECI national portal www.nvsp.in for online registration as voters. He further requested to visit and take help of the ERO,AERO and BLOs for guidance and filing during the Revision process.

AERO, R. Pertin, has also urged the eligible students to enroll themselves for EPIC and make informed choices.

The Draft Electoral Roll-2016 was also published in the function.

At Namsai, a workshop was organized in connection with special summery revision of electoral roll for all the three constituencies under Namsai District at DEO's office.

Office bearers from different political parties, student organizations, public leaders, PRI members from Chowkham, Namsai and Lekang Assembly constituencies were present in the workshop under the chairmanship of ADC cum ERO Namsai M.K. Deori.

All the ERO and AERO of the three Constituencies attended the programme. Jayanti Pertin , AERO, Namsai appealed to all the office bearers of political parties to encourage to all eligible Indian citizen to enroll name in electoral roll and participate into the democratic process of the country.

Dr K. Sarmah, DVO, also district level master trainer, Namsai District highlighted relevant issues pertaining to electors enrolment process through PPT.

M. K. Deori, ADC/ ERO emphasized on greater participation of youth in election process for stronger democracy.

Highlighting the importance of Booth Level Agents he requested to appoint BLA by all political parties against all the polling station within the constituencies for proper co-operation and coordination to the election officials specially BLOs during entire revision process which will immensely help to prepare error free electoral rolls.

Two injured in operation against NSCN (R)

ITANAGAR, Oct 1: Two people, including one constable of the Arunachal police has been injured as Miao police intensified its operation against NSCN (R) and drug peddlers.

Miao police on Friday arrested one hardcore NSCN (R) cadre from Lower Injan village.

The cadre identified as SS Corporal Lungphang Jugli alias Babu was apprehended along with his accomplice Tusum Mossang.

Nabbing of two drug peddlers from Balinong/Namphuk area, Bomwang Tangha and Sampong Khimhun both from Chingsa village, earlier had led to the arrest of the duo who upon interrogation revealed that they were on their way to deliver 35grams of suspected brown sugar to Babu.

Accordingly a trap was laid asking one of the peddlers, Bomwang Tangha, to contact the cadre over phone and come for the drugs.

However Bapu upon seeing the police at the informed venue fled and fired two shots, one of which hit Ct. Miriat Pumoh in his leg.

Police on retaliation shot at Babu's left leg and overpowered him.

The injured Constable and Babu were brought to medical for immediate treatment. On being referred, Constable Pumoh has been evacuated to Civil Hospital Margherita.

One Chinese made 9 mm pistol, a dao, five nos of mobile phones, nine sim cards, cash amounting to Rs. 3800/- , two leaves of signed cheques, ATM cards-3 nos, a dry cell torch and four knives were recovered from Babu and his accomplice.

A case vide KSG PS case no. 23/16U/S384/506/307/34 IPC R/W Sec 10/13 UAP ACT/SEC 25 (IA)/27 ARMS ACT/SEC 21 NDPS ACT has been registered against them at Kharsang Police Station.

On further interrogation, location of one more hardcore NSCN-R cadre Manseng Jugli was also revealed to be at Upper Injan village. Accordingly the police team went to Upper Injan and apprehended Manseng Jugli from a kutcha hut.

Three mobile phones, five simcard and amount of Rs.620/- were recovered from his possession.

The operation team was led by SDPO Miao John Pada along with N.Ete Dysp, SI T.Tayeng, OC PS KSG, SI R.Rawat, SI J.Aran and other police personnel of Miao and Kharsang PS.

Moyong launches Swachhta Pakhwada in East Siang

PASIGHAT, Oct 1: The Swachhta Pakhwada (fortnight), a mission to make the East Siang district and Pasighat in particular clean, green and plastic free was launched by MLA Kaling Moyong at Deputy Commissioner's Conference Hall here on Saturday.

In his address, the MLA appealed all stakeholders ranging from the ULBs, DA, PRIs, student community and all sections of the society to contribute and work together with team spirit towards the goal for nomination of Pasighat as Smart City. "We must work together towards a clean and hygienic Pasighat and East Siang as a whole," he said. He particularly stressed on the cleanliness of the Pasighat Market area saying that as the Market is the face of Pasighat, its cleanliness should be our first priority.

Terming SBM as one of the pet projects of the PM, he said "it is our collective responsibility to take forward the Mission of a clean Pasighat towards the goal of a clean India. We must also strive to build reputation on the line of the cleanest village of Asia, Mawlynnong in Meghalaya, where the clean and green surroundings of the village draw so many tourists and visitors. He appreciated the efforts of the DMO under whose pro-active guidance, various measures were taken to reduce the Dengue and Malaria cases this year.

To create awareness at all levels, Moyong also launched a Whatsapp group (SBM Urban Pasighat) and also inducted the newly selected Swacchta Senani (Cleanliness Volunteers) from various schools and colleges.

Earlier Deputy Commissioner Isha Khosla urged all stakeholders to pledge to make Pasighat the cleanest city of India. Stating that the mission is possible with everyone’s support, the DC said social media will be also be utilized for the purpose. Khosla called upon citizens to share photos of anyone littering and also those who are doing good work in maintaining cleanliness.

Stressing on Open Defecation free villages & towns and use of sanitary toilets, the DC urged the PRIs and ULBs to make their villages and towns open defectation free. Demonstrations on low cost toilets will also be conducted in selected villages and urban areas as part of the campaign by the PHED and UD, she disclosed.

Swachh Bharat Week receives good response

ITANAGAR, Oct 01: There has been a good response and participation across the state to the nationwide campaign for cleanliness drive under Swachh Bharat Week.

As part of the week-long campaign, a mass social service was conducted in the market areas and various sectors and colonies in Yingkiong Township on Saturday, wherein Deputy Commissioner, Upper Siang Remo Kamki, various heads of offices, publics, NGOs, SHGs, Bazaar Committee and members of the Upper Siang Christian Forum under the initiative of Urban Development Deputy Director Ramu Welly participated.

PHE & WS Division Yingkiong observed "Swachh Bharat Week" at Jengging and its nearby villages, like Karko, Gossang, Ramsing and Moying.

A rally to generate public awareness on the importance of good health and hygiene and sanitation practice, and to discourage open defecation was flagged off by Circle Officer Jengging Dr. Nikita Panggam.

The main objective was to motivate the rural people about improvement in the cleanliness, hygiene, solid-liquid wastes management and construction and use of toilets to ensure all GPs open defecation free by October 2, 2019, informed Assistant Engineer LK Srivastava.

At Seppa, a mass awareness rally cum social service was organized by the PHE&WSD in collaboration with the EKSWCO in the entire Seppa town to generate public awareness on the importance cleanliness, of maintaining good health and sanitation practices and to discourage open defecation.

East Kameng Deputy Commissioner along with HoDs, NGOs, public and children participated in the rally.

Social services were carried out at several places in the Seppa Township, wherein the HoDs and staff cleaned their respective offices and compound.

At Hawai, the Department of PHE & WS Hawai in collaboration with District Administration started the week-ling campaign at various circles of Anjaw from September 25

EAC cum CO l/c Walong T. Pertin, who led the campaign at Walong, exhorted the participants to actively work for a clean Anjaw and India.

Intensive campaign was the hallmark of the days cleanliness drive cum awareness campaign supported by EE, PHED, Anjaw Dolum.

The campaign will continue till October 2.

A mass cleanliness drive was also organised at Latul, Chaglagam under PHED and District Administration on October 1.

Deputy Commissioner Mamata Riba called upon the PRIs to actively participate in Gram Sabhas for programme formulation and pledging for Open defecation status.

Meanwhile, the result of painting competition organized by the District Disaster Management Office on September 28 was declared.

CM, Governor seeks participation in Cleanliness drive

ITANAGAR, Oct 1: Chief Minister Pema Khandu and Governor V. Shanmuganathan has called on the people of the state to join in the Clean India Campaign. They made the plea on the occasion of Gandhi Jayanti.

Meanwhile, the Chief Minister appealed all to participate voluntarily in the 'Clean Arunachal, Green Arunachal' campaign in the state as part of the countrywide campaign of 'Swatch Bharat' being organized to commemorate Gandhi Jayanti.

"Let us all join hands in the Clean Arunachal Green Arunachal campaign to clean our neighbourhood as cleanliness is the only way to a healthy and serene life," he said.

Remembering Gandhiji, Khandu said Gandhiji's whole life is a lesson for everybody to emulate.

His teachings, if followed, will make a world worth living without fear, greed, dishonesty and peace. Every stage of his life is a lesson for us," he said in a message here this evening.

The Governor of Arunachal Pradesh V. Shanmuganathan called upon the people of the State towards the Swachh Bharat campaign on the occasion. The Governor said that Gandhiji considered cleanliness next to Godliness and called sanitation more important than political freedom. Even now, it is high time that we become conscious of our responsibilities and put in concerted effort to make our houses, colonies, towns and cities clean, hygienic and sanitized, the governor said. In this direction, the Union Government has launched the Swachh Bharat Mission on 2nd October 2014 commemorating the birth anniversary of the Father of the Nation.

In his message, the Governor said that the ideals of Mahatma Gandhi continue to remain relevant even today. (DIPR)

Delong Padung selected as CCRT Board member

PASIGHAT, Oct 01: Renowned singer and Sangeet Natak Akademi award winner Delong Padung of Rayang Village under Ruksin Sub-Division of East Siang District has been selected as one of the board members of Centre for Cultural Resources and Training (CCRT), New Delhi under Ministry of Culture, Govt. of India.

Padung has been inducted as member of National Expert Committee in CCRT, who are now conducting interview and selection of junior and senior national fellowship scholarship in the field of traditional folk and indigenous arts.

Among the inducted expert board members from different part of India, Padung was the lone artist picked from entire North East in the selection board members under the supervision of Pratima Gupta and Girish Joshi, Dy Director and Director, CCRT, New Delhi respectively.

Padung is a renowned singer, lyricist, music composer, director and choreographer was awarded with 'Ustad Bismillah Khan Yuva Puraskar National Award in 2013-14 sponsored by the Sangeet Natak Akademi (GoI) in recognition of his remarkable contributions in the field of Folk Music of Arunachal Pradesh.

He has performed folk music on several important occasions in and outside the state such as Arunachal Festival (2014), Srhad O Swaranjali (Itanagar, 2013), Pasighat Centenary (2011) and also bagged first position in Pratishruti a tele-competition for NE Doordarshan.

Besides singing in sixteen local languages, Padung has also sang in Assamese and Mising songs. He has also established 'Karpung Karduk Academy' in his native village Rayang to promote traditional and Indigenous art. In his brilliant career, Padung has received numerable awards that include State Award by Governor of Arunachal Pradesh, Commendation Certificate by the East Siang Deputy Commissioner and was honoured by Adi Bane Kebang (apex & appellate body of Adis) for his meritorious service in the field of Culture and Entertainment.

Siang tea organic training gains momentum

RUKSIN, Oct 1: Continuing its organic campaign, the Siang Tea Organic Initiative on Friday conducted a workshop for Small Tea growers and commercial horticulturists at Diite Tea Estate near here.

Attending the day-long workshop as resource person, organic expert Robin Benarjee spoke on various health hazards caused by chemical fertilizers and pesticides as he suggested the farmers adopt organic farming practices. Informing that the central government is putting special attention to make the NE states as organic hub, Benarjee urged the farmers to use bio-fertilizers and organic pesticides in the tea garden, orchard and vegetable farms. Senior manager of Donyi Polo tea estate Manuj Kumar, in his address said that Siang Tea Industries Ltd had launched the noble initiative to make the people aware about organic farming to improve quality production and economic enhancement. Many rural farmers in Siang valley have adopted organic cultivation because of the initiative, he said.

Master trainer Kaling Moyong imparted training on how organic manure and pesticides can be produced from locally available herbs and other bio-wastes. He further demonstrated various methods of preparing green manure, vermicompost, vermin-wash and bio-dynamic compose. He discouraged use of chemical herbicides in 'round up management' of tea gardens and said that chemicals were adversely affecting community health as well as soil fertility.

Assistant manager Kinung Pabo requested the farmers to avail training on organic farming. Pabo, who referred a field survey report, said that as many as 67 Small Tea Growers of the Siang belt and bordering Assam have gone organic, thereby producing quality tea leaves.

About 20 rural farmers from Ruksin and Bilat blocks besides Jonai of Assam took part at the workshop.

HM takes stock of security arrangements in Capital Complex

ITANAGAR, Oct 01: Home Minister Kumar Waii conducted an unannounced checking of all the Police Nakas and pickets from Kankar Nallah Model village up to Holongi check gate in late night of September 30 to assess the performance of the security personnel engaged on night duties and the security measures and also to see the problems and shortages being faced by the Police Department.

The minister witnessed the performance of the policemen on duties at Kankar Nallah and Ganga BOP and found to be satisfactory for which the Home Minister announced cash reward of Rs.5, 000 each.

At the same time, the Home Minister has taken it very seriously the negligence of police personnel performing duties at Yupia tri-junction and Ziro point tinali.

In this connection, the Home Minister directed SP (City) to initiate disciplinary action against the defaulting policemen.

Such type of unannounced checking to monitor the performance of policemen on night duties by the Home Minister will continue in future also.

First runners up Heri Sonu (23) of Kra-Daadi district was awarded Fascino Scooty while second runners up Pooja Talang (22) of East Kameng was given a Ray Scooty. She has also won the 'Miss Popularity' sub-title.

Likha Seema of Lower Subansiri won the "Miss Personality' and 'Miss Catwalk' while Emma Shakun Mitkong, 22, of Upper Siang (Adi belt) won the 'Miss Photogenic' title. Dumya Rupok won the 'Miss Talent' and Pesa Tali 'Miss Beautiful Smile'. All the sub-title winners were awarded cheque bearing Rs.20,000 each.

The entire contestants were judged on traditional and introduction, casual and formal rounds followed by question round by five sitting panel of judges.

Namsai Open GP Men's Double Badminton begins

NAMSAI, Oct 01: Namsai Open Grand Prix Men's Double Badminton (Open Category) tournament of Namsai began here on Friday organized by Tai Badminton Club in collaboration with Namsai District Badminton Association.

Altogether 21 teams are participating in the tournament.

ZPC Namsai Chow Kyasing Mounglang, who inaugurated the tournament, advised the players to play the game with true sportsman spirit, saying that participation is most important than winning.

President of Tai Badminton Club, Chow Seyong Choutang while highlighting the aim and objectives of the tournament said that the tournament will provide an excellent opportunity to the youngsters to expose their sports talents and skills besides encouraging others towards games and sports.

Stating that sports keep the youths away from unproductive activities, he appealed all, particularly the youths to play sports, which will keep them physically fit, healthy and mentally sound.

Earlier, Parliamentary Secretary (Planning) Chow Zingnu Namchoom inaugurated the indoor Badminton Hall at Namsai amidst presence of huge sports lovers.

The inaugural match was played between the duo of Parliamentary Secretary Planning Chow Zingnu Namchoom and former Commissioner Tape Bagra Versus Chow Kyasing Mounglang and ADC Namsai M.K.Deori.

The teams that are participating in the tournament are members from Tai Badminton Club, Arunachal University of Studies, Chai Mau, and team from Mahadevpur.

Chinkoi FC lifts second TWMFT

KHONSA, Oct 01: Chinkoi FC lifted the second Thansen Wangchadong Memorial Football Trophy defeating Deomali FC by solitary goal in a thrilling final at Nehru Stadium on Friday.

After a barren first half, the players of both the teams started the second half on attacking note creating several scoring opportunities.

However, it was Chinkoi FC, who found the net in the early minutes of the second half through a beautiful field goal which turned out to be the match winner.

The huge crowd of soccer fans, including the main sponsor Wanglin Lowangdong, Khonsa MLA Wanglam Sawin, ZPC Sontung Bangsia, DC Ravi Jha, SP JK Meena, CO, 36 CRPC, Officers and public leaders were enthralled by the flair and skills of Deomali FC and raw power and stamina of Chinkoi FC players.

It may be mentioned here that 26 matches including the finals were played and 137 goals were scored throughout the tournament out of which the Khunnu FC alone scored 21 goals.

The results of 4 matches were decided via a tie-breaker in the matches played on knock-out basis.

Earlier, speaking on the occasion, Khonsa East MLA Wanglam Sawin spoke at length on the importance of games and sports. He assured the people to address the needs of infrastructures for development of sports in the district.

He said that the purpose of TWMFT with the theme 'peace and unity' was amply served because the tournament not only spread peace but created great camaraderie and bonhomie among the players representing various parts of the district.

He emphasized on peace and unity for development of any place.

The main force and inspiration, who was also the President of the TWMFT organizing committee, MLA Wanglin Lowangdong appreciated the organizers and all those involved in successful conduct of the tournament. He conveyed the message of CM Pema Khandu saying that the CM had agreed to establish an outdoor sports stadium in Tirap district.

He appreciated the players, organizers, district administration, Police and the spectators for maintaining peace throughout the tournament. T. Tongluk, Public leader and Jiten Wangchha, Organizing Secretary also spoke on the occasion.

27 teams from across Tirap district participated in the tournament which involved cash award of Rs 100,000, medals and certificates.

The prizes to the winners, runners-up, best disciplined team and other individual prizes winners were given away by Chasum Wangchadong, SP, DC, Lowangdong and Sawin amidst a mammoth gathering.

Domwang Lowang of Chinkoi FC became the highest scorer with 6 goals in his kitty while Wanglak Lowang of the same team was adjudged the best goal keeper.

NESO resents Citizenship (Amendment) Bill

ITANAGAR, Oct 1: North East Students' Organization (NESO) has expressed its resentment over Citizenship (Amendment) Bill which seeks to give citizenship rights to persecuted religious minorities of neighbouring countries.

Addressing media persons at Press Club here on Saturday, NESO coordinator Pritam Sonam informed that its organization has written to the government of India to replace the chairman of the committee Dr Satyapal Singh with someone who knows about the cultural demographic values of North East.

The NESO coordinator informed that its organization will make all out effort to make sure that the bill is not tabled in the winter session of parliament.

"Like everyone else, refugees will also have to come with ILP permits. Our states cannot be made dumping grounds for all those refugees," he said informing that NESO is demanding for ILP provision in all states of the North East region.

Further calling for separate time zone for North Eastern states, he said, "Since sun rises early here, we have to have separate time zone otherwise we lose four hours of our precious time."

Also speaking, caretaker general secretary AAPSU Biru Nasi said that AAPSU stands with NESO, especially on the refugee issue.

Road closed

ITANAGAR, Oct 1: The road in between O-Point Tinali and Donyi Polo Vidya Bhawan has been closed for vehicular traffic after the culvert in between the road got damaged.

The road closure order, which has been issued by the Capital Complex Deputy Commissioner on Saturday following reports from the Executive Engineer, Capital Division-A, PWD to this effect, will remain in force until further order. DIPRO

PASIGHAT, Oct 01: To bring a substantial changes in the education scenario of Mebo Sub-Division which has deteriorated, a daylong one day motivation cum sensitization programme for Head Masters/Teachers, PRI leaders, School Management Committee Chairmen and Village Secretaries was held at Govt. Hr. Sec. School, Mebo auditorium on Saturday.

The programme was sponsored by CRC, Motum which was initiated by Dy. Director of School Education office, Pasighat being coordinated by 39th Mebo Intellectual Forum (39MIF). The meeting was chaired by Bodong Yirang, former Director Elementary Education cum President, Arunachal Shiksha Vikash Samity cum Secretary General, Adi Baane Kebang (apex).

Re-introduction of Pre-Primary classes in all schools, re-introduction of External Exam in Class V, introduction of Kitchen Gardening in all schools and motivation of teachers were part of the agenda.

DDSE, Pasighat Jongge Yirang emphasized on revamping the educational scenario of Mebo area by bringing changes in the educational modalities. Dy. Director, ICDS Ponung Ering Angu spoke on how her department's 'Anganwadi' staffs can be used in teaching Pre-Primary classes in schools.

While adopting all the four points to be followed in the schools, the meeting also passed a resolution to form an expert committee led by DDSE Pasighat to take up the matter with the state government.

Clean drive in Tawang

TAWANG, Oct 1: A mass Cleanliness drive was organised on Saturday at Tawang as part of Swachh Bharat Mission which saw the participation of people from all walks of life .While the sector-in-charges led the drive within their respective areas, monitoring team consisting of EAC (Tawang) and Deputy Director ( UD) also inspected the entire township.

Similar drives were also carried out at all administrative outposts.

Further, as per the direction of election commission of India, a function was organised at DC's Conference Hall regarding publication of Draft Electoral Roll.

The function was attended by political parties, citizens, electors, special group of stakeholders, and representative of civil society.

Deputy Commissioner cum District Election Officer, Tawang Sang Phuntsok highlighted the importance of the day. While appealing everyone to upheld the strong democratic traditions of the country, he requested the electors to participate in the Electoral process.

Hindi Diwas observed

NIRJULI, Oct 1: The Arunachal Pradesh Hindi Vidhyarthi Sangh (APHVS) in collaboration with Rashtriya Basha Prachar Samiti Arunachal Pradesh observed Hindi Diwas here at Vivekananda Kendriya Vidyalaya on Saturday.

Speaking on the occasion, NIT professor, Achut Sarkar expressed concern over the diminishing importance of Hindi in everyday life. He further said that Hindi is now merely documented in books.

APHVS chairman, Takam Sonya stated that although Hindi as a subject has been taught from school to university levels, but there is no scope for those students who have opted for the subject. Sonya, further cited that there are various post in the central departments like Hindi translator, Hindi officer and the likes but since the official language of the state is English, the post are not advertised or make known.

Among those present in the programme were principal and vice- principal VKV Nirjuli, Hindi lecturer from Hills College, HoD of Hindi department, RGU besides, teachers and students of KV, Naharlagun.

Legal awareness camp

YINGKIONG, Oct 01: To educate the public about their legal rights and duties, a day-long awareness camp was conducted by District Legal Services Authority (DLSA), Upper Siang at Community Hall, Gette on Saturday.

DLSA Member Secretary HabungTang brief about various Acts, like Services available under DLSA, crime against women under IPC. Other resource persons of the camp Advocates Miti Tasing, Akoying Tekseng, Oyem Panyang, Kabang Taron, Dubom Tekseng, Tapang Tabing and Apang Jongkey covered the topics on Concept of Sec 125 CrPC, Right to Information Act 2005, Arunachal Pradesh Victim Compensation Scheme, 2011, Protection of Women from Domestic Violence Act, 2005, the Assam Frontier (Administration of Justice) Regulation 1945, Consumer Protection Act 1986, .NDPS Act and MV Act.

Senior public leader Gemin Jiji was also present in the programme and spoke at length.

Earlier, organizing secretary Oson Mibang in his inaugural speech urged the participants to attend such type of camp and educate themselves to know their rights and duties.

It was followed by an interaction with the participants to clarify their doubts.

CM to beautify Itanagar parks

ITANAGAR, Oct 01: Chief Minister Pema Khandu on Saturday visited some recreational parks and places of tourist attraction within capital region to get first hand information about the facilities available.

The chief minister accompanied by Parliamentary Secretary for Forest CT Mein and senior officials of Forest Department visited IG Park, Itanagar Zoo (Biological Park), Gekar Sinyi or the Ganga Lake, which, he said need some facelifts and maintenance.

While visiting the Zoo, Pema saw the facilities for the animals, living condition and the condition of road inside the zoo. Talking to Zoo officials, he advised them to take good care of the animals and provide them with proper diet. The CM assured for timely release of funds for maintenance of Zoo and foods for the animals as well.

Currently, there are around 200 animals of different species and 6 tigers.

At Gekar Sinyi, the Chief Minister while interacting with the departmental officials decided to handover entire management of the lake to Forest Department, which has adequate resources to manage it properly.

On Indira Gandhi Park, the Chief Minister asked the Forest Department to engage expert agencies for its beatification. He asked them to involve a good architect for landscaping, construction of jogging trail along the park boundary, stressing on the need for providing citizens with a decent place for recreation.

ITANAGAR, Oct 1: The Theravada Buddhists across the state celebrated Satang Mao-pi with much enthusiasm at their respective Kyong (Viharas) on Saturday.

Satang Mao-pi is a day for practicing the Buddha's teachings and meditation. According to the Buddha's teachings these days are for cleansing the mind for inner peace and joy.

Celebrating the occasion at Theravada Buddhist Vihara here, the abbott venerable Ratnadeepa, in his sermon dwelt at length about the precepts meant to discipline the mind and focus its attention on the practice of the Dhamma.

First batch of BFT training under MGNREGA begins

ITANAGAR, Oct 1: The three-month long training programme for Barefoot Technician (BFT) began at SIRD conference Hall, here on Saturday with the attendance of the nominated BFTs of Tawang, West Kameng, Kra-Daadi, Upper Subansiri and Namsai districts as part of the first batch of the 90 days programme.

As per MGNREG Act, Master circular 2015-16, clause 2.5.6 in order to assist the Junior Engineer, TA, EO of Blocks, for implementation of MGNREGS, a team of barefoot technician has to be developed in all blocks and cluster level. The Ministry of Rural Development had given the provision of 90 BFTs in Arunachal Pradesh. The state government allocated 90 quotas to 12 districts initially while remaining districts shall be covered in the second phase.

The State Institute of Rural Development, Itanagar has been given the responsibility to provide 3 months training to 90 BFTs on or before March, 2017.

State Programme Officer, MGNREGA, Sanjib Das, SNO, BFT, Training, SW Bagang and State Resource Person, Nani Chatung among others attended the training.

Cleanliness drive conducted

ITANAGAR, Oct 1: Members of All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers' Union (AAPPHE&WSDWU) and All Arunachal Pradesh Unorganized Sectors Labour Union (AAPUSLU), on Saturday jointly conducted a cleanliness drive at Naharlagun.

Both the Unions in a release, further appealed all not to throw garbage in drains as it pollutes the air and affects people's health. It also urged all to keep the Capital Complex clean and green.

Advertise vacant JE posts

ITANAGAR, Oct 1: Informing that a total of five posts of Junior Engineer (Civil) under the department of PHED has been lying vacant, the Arunachal Pradesh Diploma Unemployed Engineer's Association (APDUEA) has in a release on Saturday appealed to the concern authorities to advertise the said 5 posts at the earliest in the interest of the unemployed engineers of the state.

The association had earlier submitted an application to the competent authority through RTI seeking information on the number of vacant posts under the aforementioned department and the authorities accordingly informed, the APDUEA informed.

Bus service resumes

ITANAGAR, Oct 1: The night bus service from Bomdila to Itanagar and vice versa has been resumed from Oct 3 next as per the decision of the APSTS Bomdila. The said service has been earlier suspended due to unavoidable circumstances, according to an APSTS, Bomdila release.

Miao ADC Tayong Mara retires

MIAO, Oct 1: Various HoDs and public leaders bid farewell to the Miao ADC, Tayong Mara, who superannuated from Miao subdivision of Changlang district after serving 36 years on Sep 30 last.

Schemes not in accordance with BADP guidelines: ZPC

ITANAGAR, Oct 1: Kurung Kumey ZPC, Sangha Tajik has in a release on Saturday alleged that schemes under border area development programme 2016-17 in respect of Parsi Parlo, Damin and Sarli BADP block have not been done in accordance with the guidelines of BADP.

'Under section 5.9 of modified BADP guideline 2015 it is clearly stated that any selection of the schemes under BADP shall be done after due consultation with the concern MP, MLA, PRI leaders and other community agency', the ZPC stated.

Balijan for a three-month Diploma in Cooperative Education and Development at the National Center for Cooperative Education (NCCE), New Delhi from Oct 3 to Dec 21 next.

Tahi, an entrepreneur from Papumpare district is the lone candidate from the state to take up the diploma in the NCCE, which is an education center of the National Cooperative Union of India.
